About

The ASEAN Climate Resilience Network (ASEAN-CRN) is a platform for regional exchange, particularly for sharing information, experiences, and expertise on climate smart agriculture (CSA). Since its establishment in 2014, the ASEAN-CRN has successfully and vigorously launched activities that aimed to ensure adaptation of the agriculture sector to climate change, and optimise its mitigation potential.

 

The ASEAN-CRN is established to ensure that ASEAN member states (AMS) are in a better position to adapt their agricultural sector to climate change and optimize its mitigation potential. The network promotes climate resiliency through exchange of information, expertise, and experiences on CSA amongst AMS. By providing a dialogue platform on CSA in the region, the ASEAN-CRN links policy makers to scientific institutions, universities, national research institutions in agriculture, and international organizations.

Profile

Since its formation, the ASEAN-CRN has significantly advanced the agenda of agriculture and climate change in ASEAN. The intensified cooperation on the topic resulted in:

  • National studies assessing the vulnerability of food crops as well as existing practices and efforts to promote resilience in participating member states.
  • Documentation of results in seven national studies for each of the participating AMS and combined in the book on Promotion of Resilience for Food Security in ASEAN.
  • Prioritization of CSA practices for regional cooperation as documented in the book on Promotion of Climate Resilience for Food Security in ASEAN.
  • Endorsement by ASEAN Ministers of Agriculture and Forestry (AMAF) of the ASEAN Regional Guidelines for Promoting CSA Practice.
  • Collaborative development of project proposals to access climate funds for the scaling-up of CSA in the region.
  • Technical submissions on topics related to agriculture and to climate change to the United Nations Framework Convention on Climate Change (UNFCCC).
  • Formation of the ASEAN Negotiation Group for Agriculture (ANGA), endorsed by AMAF.

Way forward

The ASEAN-CRN advances the implementation of the ASEAN Regional Guidelines on Promoting Climate Smart Agriculture Practices which formalize the exchange of knowledge and information on CSA practices to enhance climate resilience and improve agricultural productivity in ASEAN. The areas for regional cooperation include:

  • ASEAN Policy Briefs, Joint Statements and Protocols on Promotion of CSA
  • Exchange of knowledge, and technical assistance and capacity building via south-south collaboration amongst member states
  • The promotion of linkages and development of partnerships
  • Identification and supporting the access to sustainable financing sources
  • Regional coordinating structures for steering, monitoring & evaluating the ASEAN-CRN and its efforts to scale up CSA practices

ASEAN Climate Resilience Network (ASEAN-CRN) (2016)

Realizing the need for regional cooperation on agriculture and food security under climate change, the ASEAN Technical Working Group on Agricultural Research and Development (ATWGARD) initiated a project on the Promotion of Climate Resilience in Rice and Other Crops. This initiative by Thailand laid the foundation for the formation of the ASEAN Climate Resilience Network (CRN). Since its establishment in 2014, the ASEAN-CRN has successfully and vigorously launched activities that aimed to ensure adaptation of the agriculture sector to climate change, and optimise its mitigation potential.
